Sec. 10. Jurisdiction. No person shall solicit the sale of goods or services in this State except in accordance with this Act. The provisions of this Act shall not apply to telecommunications carriers as defined in Article XIII of the Public Utilities Act [220 ILCS 13/1-101 et seq.] or to any bank, trust company, savings and loan association, credit union, licensee under the Consumer Installment Loan Act [205 ILCS 670/1 et seq.], licensed insurer, licensee under the Real Estate License Act of 2000 [225 ILCS 454/1-1 et seq.], or any affiliate, subsidiary, employee, or agent of any such entities.
